ALLATRA IPM at the OSCE Conference Exposed Hidden Threats to Democracy and Freedoms

WARSAW, October 6–17 – Delegations from the ALLATRA International Public Movement and its partner project Creative Society participated this year in the Warsaw Human Dimension Conference 2025, organized by the Organization for Security and Co-operation in Europe (OSCE).

The conference — the largest European human rights forum — brings together representatives of governments, international organizations, and civil society to assess the implementation of human rights and fundamental freedoms. Representatives from 57 participating States, including foreign ministers and diplomats, take part. The outcome of the event includes discussions and recommendations on the state of human rights, strengthening civil society, and fulfilling commitments of the participating States. The conference fosters interstate dialogue and raises awareness of the importance of protecting human rights.

The ALLATRA delegation introduced a critical topic into the discussions — the threat posed by the anti-cult network to pluralism, freedom of conscience, and democratic principles in the OSCE region.

Activities at the Conference: From Plenary Sessions to Side Events

Throughout the ten-day conference (October 6–17), ALLATRA representatives actively participated in five plenary sessions and organized or joined several side events.

Participants presented deeply researched information on how specific anti-cult organizations — in particular, the Russian Association of Centers for the Study of Religions and Sects (RACIRS) led by Alexander Dvorkin — function as the central coordinating hub of a transnational anti-cult network, directing and organizing activities from Russia across Europe and worldwide.

According to public sources, RACIRS operates with full institutional support from the Russian Orthodox Church and the Federal Security Service (FSB). ALLATRA representatives highlighted clear signs of connection and coordination between RACIRS and the European Federation of Centres of Research and Information on Sectarianism (FECRIS), where Alexander Dvorkin served as Vice President for over a decade — through which he allegedly implemented and strengthened Russian anti-cult strategies aimed at undermining rights and freedoms within European structures.


Plenary Speeches

In her speech, she emphasized how the dehumanizing and stigmatizing rhetoric spread by the RACIRS network creates an environment where individuals, groups, and organizations are subjected to violence and violations of their fundamental rights.

“Although this network often claims to protect society from so-called ‘dangerous sects,’ in reality, its activities frequently lead to stigmatization, disinformation, and violations of basic rights to freedom of religion and conscience. Families are torn apart, individuals stigmatized, and communities silenced,” said Veronika Lestachova.

Roman cited Ukraine as a remarkable example of a society that maintains its commitment to human rights, including freedom of religion, even during wartime. He emphasized that the anti-cult network and its agents, spreading disinformation, undermine trust in democratic institutions and seek to influence legislative processes to the detriment of citizens’ fundamental freedoms.

“Kyiv shows courage in confronting pro-Russian agents seeking to erode public trust and manipulate discourse — often under the pretext of so-called ‘anti-cult’ initiatives. Today, criminal proceedings have been initiated against one of the agents of the Russian RACIRS network for violating citizens’ equality based on race, nationality, or religion,” stated Roman Gural.

He identified the Russian organization RACIRS as the center of a transnational anti-cult network that systematically spreads hatred and divides society using methods reminiscent of Nazi propaganda — calling these actions a form of information terrorism.

“This network engages in psychological violence and incitement of social hatred. In essence, it represents a new form of hybrid terrorism — a covert operation against Europe’s democratic institutions,” concluded Dusan Valecek.

She linked the activities of the anti-cult movement to the problem of human trafficking, explaining that dehumanization is the first step in making victims “invisible” and defenseless.

“Before physical violence comes informational violence. Dehumanization is the first step — when society stops defending others’ rights because it believes some people ‘don’t deserve freedom,’” said Mikitova.

He warned against the abuse of anti-extremism laws to suppress minorities and called for the active defense of democratic values.

“If we fail to recognize the threat and prioritize legal assessment of the anti-cult network’s activities, soon nothing will remain of democracy in Europe. As long as this network operates with impunity, there will be no real freedom. Its activities must be stopped — including through legislative measures,” concluded Valecek.

Side Events

Creative Society (October 15)

“RACIRS: Human Rights Violations and Terrorist Actions under the Guise of Protecting Society”

The event drew attention to alarming evidence of how the anti-cult network manipulates media narratives and influences institutions, shielding individuals accused of serious crimes — including sexual violence, exploitation, and human trafficking — thus obstructing investigations.

A specific case was presented — that of Czech citizen Jakub Jahl, who, according to documentaries Victims of Jakub Jahl in Africa and From Charity to Child Abuse, is accused by witnesses of severe crimes in Tanzania, including sexual and physical violence, drug manipulation, and financial fraud.

Speakers emphasized that despite numerous testimonies and reports by local social services, Czech authorities have taken no action — a violation, they argued, of obligations under the Lanzarote Convention. This represents a systemic failure and possible political cover-up as part of a wider hybrid-influence model.

The closing message called on the international community to initiate an independent investigation into the anti-cult network’s activities, protect victims and children from psychological, legal, and media pressure, and safeguard democratic values from totalitarian propaganda.

“Silence in the face of such practices threatens the very essence of human rights and democracy. Protecting children, dignity, and truth is not only a legal but a moral duty of the international community.”

ALLATRA (October 16)

“The Anti-Cult Movement: A Hidden Threat to Freedom and Pluralism”

The event revealed specific mechanisms of the transnational anti-cult network’s operations — including systematic persecution of religious movements, coordinated disinformation campaigns, and actions undermining democratic institutions across Europe.

ALLATRA representatives emphasized the need for international action to protect human rights, democracy, and vulnerable groups, especially children.

“People continue to face persecution, discrimination, and social exclusion merely for practicing their faith. Every person has the right to belief, free speech, and opinion — and no one has the right to take these away.”

Valecek explained how anti-cult rhetoric led by Alexander Dvorkin and RACIRS serves as a pressure tool across countries, eroding public trust and democratic principles. He stressed the importance of cooperation with organizations supporting spiritual diplomacy and the protection of human dignity.

“This information campaign is of Russian origin. It was launched and coordinated by structures linked to the FSB and the anti-cult network to intimidate and restrict citizens’ freedoms in Europe’s democratic countries.”

Gural noted that these campaigns employ systematic media discreditation, pseudo-expertise, and legal pressure to suppress free speech and manipulate public opinion.

“The systematic stigmatization and coordinated attacks by this network represent a new type of hybrid terrorism — a covert operation against Europe’s democratic institutions, spreading fear, hatred, and distrust.”

She highlighted the ideological roots of the network in historical totalitarian structures — tracing a line from Nazi anti-cult organizations to modern Russian operations using disinformation and fear to destabilize democratic societies.

“We cannot remain silent when children’s lives and futures are threatened. The Jakub Jahl case is not about one man — it’s about defending fundamental human rights and protecting democracy from hidden, subversive attacks.”

She presented evidence from independent investigations documenting severe abuse in Tanzania and noted the inadequate response to potential child victims — a violation of international commitments under the Lanzarote Convention.

“ALLATRA is a voluntary, non-political, and non-religious movement. Despite international recognition, it has become the target of an organized defamation campaign using stigmatization, disinformation, and coordinated persecution as tools of hybrid warfare.”

She emphasized that the anti-cult network, coordinated from Russia, systematically attacks ALLATRA members in many countries — combining stigmatization, media assaults, and legal pressure to undermine democratic values.

Significance and Contribution

The historic first participation of ALLATRA and the Creative Society project in the Warsaw Human Dimension Conference brought this crucial issue to the international agenda. The delegations emphasized that the anti-cult network’s activities are not marginal but constitute a systemic, transnational threat to democracy, freedom, and security across the OSCE region.

The speakers’ addresses and presented analyses demonstrated how disinformation and hate rhetoric directly lead to human rights violations and undermine the rule of law — with agents of this anti-cult network operating across Europe.

In closing, ALLATRA representatives appealed to the international community:
